That doesn't necessarily mean bad news. They probably just asked for it to be expedited since your claim is so old. Don't stress yet!!!

I hope the pending decision is for your dependent calim you refered to. If it is for the IU claim it is being denied. The RO does not have authority to approve a IU claim when the veteran does not...
